I've seen the advice of others and I'm going to start with the boot first. I'm using moesizzlacs files and I don't know how to scale things. Im pretty tall standing at 6'2"
Very new to this so I'm going to want some help. I have an anycubic vyper with a bed dimension of about 9.6" X 9.6" X 10" 245x245x260mm
What should I know before I start. How would one make comfortable boots?

That's a bit of a loaded question and will depend on your skill level and experience. Have you 3D printed any other costumes or props before? Knowing where you are starting from will help folks give you the best advice for your situation.

Moe's file were actually my first build as well! I'm about 6' 5"

For starters, when it comes to scaling I highly recommend armorsmith. You have to pay for the software, but it's well worth it when it comes to scaling. There are also ways to make a model to scale to in blender, but unfortunately, it's a lot more complex.

There's a facebook group for armorsmith and we also have a great community here who can help out on both the forums and the discord server.

You're going to need to separate out your prints into parts so that they all fit on your bed. There are also some guides out there on how to use your slicer or blender to separate them.

How would one make comfortable boots?
If you want super comfortable boots, then take a lot of time on your scaling. Make sure all the parts fit together and don't interfere or press in on your foot. For shoes, choose something that you know you can stand in all day. I use a set of sketchers slipons that are pretty comfortable and since there are no laces, they are easy to put on and take off.

I'd also be careful with any lifts. You can make them, but if you don't pay special attention to how your lifts articulate, you can also get pretty uncomfortable. My advice if you want to get a bit of a lift is to have a look at Elevator Shoes - Height-Increasing Styles - TallMenShoes.com. Their shoes are designed to give you a lift, but stay comfortable and support your ankles.

Adding on to the lifts, you want to be extra careful with your scaling. When the lifts add too much height, your boots are massive in comparison to your shins. I’m currently figuring it out myself for my Mk7’s boots.
