Are you looking to buy or make your own, and what is you desired level of accuracy?
There are a few vendors on Etsy who sell cast latex. urethane, or foam neck seals, some of them specifically model after some of the Halo Neckseals.
If you want to make your own, here are some threads on how other Members have made their own neck seals, both in Foam and Fabric. Some utilized the free Evil Ted pattern and the others use custom one based on the "Duct Tape Dummy" method.

There was also a period of time when multiple members got the Latex Halloween "The Flash" mask/cowl, cut off the mask portion and painted it in black Plasti-Dip. Of course, this was when the Justice League movie was coming out and the Flash masks were very abundant and cheap. They now go like $50 on Amazon, but if you hut around on eBay, Facebook Marketplace, or other shopping Apps, you might find one for cheaper.
