Part recommendation 360 degree rotation please help

Hi I'm working on a fallout 4 power armor helmet but I want the circles on the sides to rotate however they need to have some tension on it to support the night vision . Something like a washing machine or maybe a shower knob , does anyone have any recommendations ? Thank you

Stepper motors and a encoder.
Or a cont rotation servo.
