Huh, well, all you have to do is find the shirt and vest online, check the foam tutorials in the armor related video forum. the 405th isn't really about steampunk stuff (just Halo and a few iron mans). You'll probably need a heat gun, and melt (slightly, not liquify) into the shape you want. I'm not the master (never tried it) but there should be some help in the video forums just look for Drack's, you'll probably will just have to make the templates yourself. Good luck, oh and also look into instructables.com, they've got a bunch of help for this stuff there as well.
