The Razr uses a mini-usb plug to charge, and presents the assumption that the phone can be plugged into the computer, presumably to upload pictures and video...
That was what happened to me when I got mine, anyway.
After taking it into several different stores, including cell dealers, I was told that there isn't a driver for most of the razrs, that's just something the computer assumes it needs when you plug it in. But I was told by Verizon and Cingular (now ATT) managers that razrs are protected and you can't interface with them.

If you're looking to mod or hack your phone, I've got no solution...
If you're simply trying to get pictures and videos off your phone and onto your PC, I'd suggest a bluetooth reciever. It costs $30-40 at staples and best buy... It's just a tiny device that plugs into a usb port on your PC, and allows you to move files from the phone to the computer. I haven't tried to send files from the pc to the phone yet, though...
I bought and tried a couple other techniques and devices, that was what ended up working out for me.
