I don't know why two rival corporations would be attempting to capture the other's technology, but yeah, companies can work together to produce larger amount of product on the cheep. I'm personally unsure about the Sherman MBT, but I do know the M1 Garand was manufactured by a couple of different companies for the sake of large supply numbers.
Now, while that could be true, there really isn't any reason for Vault-Tec to be producing suits of power armor. Vault-Tec primarily developed civilian equipment for post-nuclear survival, excluding of course the Vault-Tec Assisted Targeting System, although one could still argue for its post-apocolyptia usage. West-Tek primarily focused on military applications (like the above mention T-45, as well as the T-51B) such as power armor, laser weaponry, and the FEV.
Is it possible that Vault-tec helped manufacture the suits? Yeah, but I find it hard to believe.
But, I think you lucked out. When it comes to the Fallout universe and brands within, I've noted that both Beth and Interplay aren't too careful with throwing the Vault-Tec logo about. You could find the VT logo on some rather random equipment.
