Well, since a two way mirror is the same as any other material discussed so far in the thread it's not going to produce any great reductions as far as blinding goes. Both a two way mirror and a black tinted window will stop part of the light going through, with the only difference being that the mirror will reflect it, while the black tint will stop it all together. A two way mirror is not clear when both sides are equally lit, it still stops just as much light as before. It won't do any good to shine lights directly onto the mirror either, you need to light up your face like in your picture. Think of it like someone using a flashlight in a dark space. You will be able to see the cone of light shining from the flashlight, but you won't be able to see the person holding it. In order to see the person he must turn it around to shine it on himself.
