I'm gunna put myself out on a limb here and say that the spartans would likely(depending on numbers on each side)get pretty hammered by a battalion of Clone troopers. But that's the clone troopers, and those guys actually could fight and not die like it was in their job description.
However, *Storm* troopers are honesly pretty bloody well worthless, and if a single dude in a vest could stand there and make pot shots without getting killed, a guy in fully powered, cybernetically enhanced armor with impact plating, anti-plasma coatings and an energy sheild, who is more than capable of just picking them up and literally ripping them in half is pretty much going to single handedly destroy them.
If a spartan(maybe a 3 man squad) took on a large group of clone troops, especially the elite ones, then it would actually be a pretty intense fight I think, since they're both highly trained, and where raised on the same principles; plucked from youth, raised for the sole purpose of fighting, and assembled into a combat force.
It'd at that point mostly devolve down to field equipment. If the clone troopers have heavy close-vehicular support, the spartans might get their butts handed to them if they weren't careful, whereas if they didn't have the vehicular support, spartans would likely win due to being considreably faster and stronger, as well as have more durable gear.
I gotta tell you, I'd wanna see a fight between an elite Clone trooper squad and a spartan squad.
It would be awesome.

Storm troopers hate strawberry shortcake, Saw them torturing her on south park last night! LOL.
Stormtroopers get:
-powned by fluffy oversized and unkempt love-a-lot-bears...
-arrows stuck up their gobs (even through their armor).
-can´t see sh*t with their helmets on.
-know how to pull a trigger and look busy.
-complaining about their armor being too hot.
-can only own when their in the thousands with AT-AT and AT-ST support and are attacking a poor undefended frozendown lump of ice.
-Have a avarige screen life of about and around 0.25 seconds (with some exceptions, but those serve to aknowlidge the rule).
-DONT RESPAWN!
-etc.
I do love (I really do) them but let's face it. No they don't stand a chance agains A Spartan II.
They get their behinds served to them steaming hot in EVERY SINGLE movie and NEARLYin every single comic book/book/videogame etc.
Let´s face it, in this thread, Stormies lose and Sparties WIN...
In real life. I think 405th has still a long way to go to get at 501st hight... (I for one CAN join the 501st as a SPANISH member and BE ACTIVE with a whole group at the time. Whereas as being the only (FIRST!!YEAH) Spanish 405th member, and one of the ONLY European members... go costuming when you're dead alone...)

Looking at them from practical, combat capable viewpoint, both suits have problems. Since weapon systems are quite different, energy weapons in Star Wars and mostly projectile weapons with a few energy weapons in Halo. I'll just stick with slugs to make it eaiser. 
Also assume both armors are made of the same stuff and are not power assisted.
Trooper armor has dreadfull vision in the helmets but has generally good shot deflection due to curved surfaces. All Halo helmets have excelent vision but some of them have spots that could act as shot traps while others have as good, or better deflection than the trooper helmets. Body armor is pretty similar with Trooper armor having the smoother look and Halo armor with the more angular look to it. Halo armor does appear to provide the better coverage with less of the undersuit showing than the Trooper armor.
